美国拟对含高比例外国产品的越南出口征收更高关税
彭博社报道，美国与越南正接近达成一项贸易框架协议，拟对出口至美国的商品根据其“外国产品成分比例”实行分级关税。
报道称，这项协议将设定一个按外来组件比例分层的关税区间，其中外部成分占比最高的商品可能面临20%甚至更高的关税。
彭博社引述知情人士称，这一做法旨在遏制某些国家通过越南等地“转口”以规避美国关税。
