菲副总统为父申诉 要求国际刑事法院推迟杜特尔特庭审
菲律宾前总统杜特尔特将在荷兰海牙出庭应讯，她的女儿、副总统莎拉要求推迟庭审。
法新社报道，杜特尔特定于新加坡时间星期五（3月14日）晚上出席国际刑事法院针对他反人类罪指控的首次庭审。莎拉当天早些时候提交一份临时申请，要求庭审推迟。
莎拉在法庭外告诉记者，希望国际刑事法院批准这项请求，“这样我们就可以与前总统坐下来讨论法律策略，因为我们还没有同他谈过话”。
现年79岁的杜特尔特是首位面临国际刑事法院指控的亚洲国家元首。
国际刑事法院在逮捕令中说，有合理理由认为杜特尔特当年的肃毒行动导致数千人死亡，他作为间接共同实施者，应对2011年11月1日至2019年3月16日在菲律宾境内犯下的危害人类罪承担刑事责任。

The super secure UAE-based Telegram messenger service, developed by Russian-born software icon Pavel Durov, is looking to raise $1bn through a bond placement to a limited number of investors from Russia, Europe, Asia and the Middle East, the Kommersant daily reported citing unnamed sources on February 18, 2021.The issue reportedly comprises exchange bonds that could be converted into equity in the messaging service that is currently 100% owned by Durov and his brother Nikolai.Kommersant reports that the price of the conversion would be at a 10% discount to a potential IPO should it happen within five years.The minimum bond placement is said to be set at $50mn, but could be lowered to $10mn. Five-year bonds could carry an annual coupon of 7-8%.
