墨西哥总统：美关税暂停期限临近 双边谈判持续
墨西哥总统辛鲍姆表示，在美国总统特朗普宣布的关税暂停期限（3月4日）临近之际，墨西哥政府正与美方持续就安全与贸易问题展开对话。
路透社报道，辛鲍姆（Claudia Sheinbaum）星期二（2月25日）在例行早间新闻发布会上指出，尽管特朗普周一表态称加拿大和墨西哥进口关税将“按时实施”，她仍然乐观地认为双方能够达成协议。
本月稍早前，特朗普宣布对来自加拿大、墨西哥及中国的商品征收关税，并表示自3月12日起对所有进口钢铝征收25%的关税。随后，他又签署了一份备忘录，要求相关部门制定与每个贸易伙伴的对等关税措施。

The super secure UAE-based Telegram messenger service, developed by Russian-born software icon Pavel Durov, is looking to raise $1bn through a bond placement to a limited number of investors from Russia, Europe, Asia and the Middle East, the Kommersant daily reported citing unnamed sources on February 18, 2021.The issue reportedly comprises exchange bonds that could be converted into equity in the messaging service that is currently 100% owned by Durov and his brother Nikolai.Kommersant reports that the price of the conversion would be at a 10% discount to a potential IPO should it happen within five years.The minimum bond placement is said to be set at $50mn, but could be lowered to $10mn. Five-year bonds could carry an annual coupon of 7-8%.
