禾赛科技拟在中国境外设厂以规避关税
中国最大的自动驾驶汽车激光雷达制造商计划明年开设首家境外工厂，其背景是客户敦促该公司做出相关安排以规避地缘政治紧张的影响。总部位于上海的禾赛科技已经围绕其被列入黑名单与五角大楼展开法律战。首席财务官樊鹏在接受采访时说，公司在继续运营中国境内工厂的同时，还计划在境外建立生产线，以避免与地缘政治和关税相关的风险。樊鹏表示，希望分散风险的我司客户觉得这是一种明智的做法。分散化的供应链还有助于对冲潜在的物流中断。禾赛的首个境外项目将在今年底前破土动工，目标是在2026年投产，在当地创造数百个就业机会。

The super secure UAE-based Telegram messenger service, developed by Russian-born software icon Pavel Durov, is looking to raise $1bn through a bond placement to a limited number of investors from Russia, Europe, Asia and the Middle East, the Kommersant daily reported citing unnamed sources on February 18, 2021.The issue reportedly comprises exchange bonds that could be converted into equity in the messaging service that is currently 100% owned by Durov and his brother Nikolai.Kommersant reports that the price of the conversion would be at a 10% discount to a potential IPO should it happen within five years.The minimum bond placement is said to be set at $50mn, but could be lowered to $10mn. Five-year bonds could carry an annual coupon of 7-8%.
