决议谴责俄罗斯当局在乌克兰占领区系统性侵犯人权和基本自由的行为，特别是骚扰克里米亚鞑靼人，迫害亲乌克兰活动人士、记者和宗教少数派代表。
该文件得到81个国家的支持，14个国家投了“反对票”，80个国家弃权。
