总统特朗普随后也表示，不会对中国采取强硬措施，并相信协议可以“很快”达成，最终关税将“大幅”下降。

But the same encryption technology has also made them a favored communication tool for criminals and terrorist groups, including al Qaeda and the Islamic State.
