欧盟委员会主席冯德莱恩3月4日提出“重新武装欧洲”计划，拟调动8000亿欧元打造“一个安全而有韧性的欧洲”。计划主要有5个措施，侧重使用欧盟目前掌握的财政杠杆来帮助成员国快速、大幅增加国防支出。
冯德莱恩说：“我们正处于重新武装的时代，欧洲已准备好大幅增加国防支出。”她说，这既是支持乌克兰的短期迫切需求，也是为欧洲安全承担更多责任的长期需要。
