美国和乌克兰已就包括矿产在内的广泛经济协议框架达成一致。两国有望最早在2月28日签署协议。
消息人士称，美国和乌克兰将共同创立重建投资基金，乌克兰将贡献未来国有资源收益的50%给该基金，直至出资金额达到5000亿美元。美国将对乌克兰的“稳定发展和经济繁荣”提供财政承诺。但目前该协议不包含明确的安全保障，仅表示美国希望乌克兰是“自由、主权和安全的”。安全保障将留给两国总统讨论。
美国总统特朗普回应称，交易将给予乌克兰已经提供的3500亿美元、大量军事装备以及“继续战斗的权利”。特朗普称军援将持续至与俄罗斯达成协议。若和平协议达成，乌克兰需要“每个人都能接受”的“某种形式的维和”。

The super secure UAE-based Telegram messenger service, developed by Russian-born software icon Pavel Durov, is looking to raise $1bn through a bond placement to a limited number of investors from Russia, Europe, Asia and the Middle East, the Kommersant daily reported citing unnamed sources on February 18, 2021.The issue reportedly comprises exchange bonds that could be converted into equity in the messaging service that is currently 100% owned by Durov and his brother Nikolai.Kommersant reports that the price of the conversion would be at a 10% discount to a potential IPO should it happen within five years.The minimum bond placement is said to be set at $50mn, but could be lowered to $10mn. Five-year bonds could carry an annual coupon of 7-8%.
