林圣魁1965年6月生，长期在福建省卫生厅工作，2020年任福建省医保局长。
福建省和三明市是医疗卫生体制改革任务的承接地，国家医保局今年5月发《关于进一步推广三明医改经验 持续推动医保工作创新发展的通知》。
