台湾，赖清德5月20日发表就职演说，全文称大陆地区当局为“中国”，希望“中国正视中华民国存在的事实”和台湾民选政府对等尊严对话；又告诉国民，“即使全盘接受中国的主张，放弃主权，中国并吞台湾的企图并不会消失”。
他沿用2023年行政院函释（大陆地区人民没取得民国国籍，故不是国民），指中华民国主权属于有中华民国国籍者全体，因此“两国互不隶属”成立。他称，新政府按蔡英文“四个坚持”，“不卑不亢、维持现状”。
就5月17日的立法院冲突，他表示应“多数尊重少数、少数服从多数”，才能避免冲突，维护社会安定和谐。
