财政部5月13日公布超长期特别国债发行安排，包括20年、30年、50年三种，首支将于5月17日招标发行，规模400亿。依两会预算，今年共发行1万亿超长期国债，专项用于“重大战略实施和重点领域安全能力建设”。
国务院5月13日开在支持“两重”建设部署动员视频会议，发改委、财政部、工信部、浙江省、湖北省、黑龙江省发言。李强讲话要求，统筹用好常规和超常规的各项政策，更大力度引导民间资本参与“两重”建设。

Secure video calling is in high demand. As an alternative to Zoom, many people are using end-to-end encrypted apps such as WhatsApp, FaceTime or Signal to speak to friends and family face-to-face since coronavirus lockdowns started to take place across the world. There’s another option—secure communications app Telegram just added video calling to its feature set, available on both iOS and Android. The new feature is also super secure—like Signal and WhatsApp and unlike Zoom (yet), video calls will be end-to-end encrypted.
