工信部4月8日通告，在北京、上海浦东、深圳、海南，取消若干增值电信业务的外资股比限制：
数据中心（IDC）、内容分发网络（CDN）、互联网接入服务（ISP）、在线数据处理与交易处理；
信息发布平台和递送服务（但不含：互联网新闻信息、网络出版、网络视听、互联网文化经营）、信息保护和处理服务。
ISP服务范围仅限试点区域，且需通过基础电信企业的互联网接入设备提供。其他业务可面向全国，但经营主体需将租购的服务设施放在试点注册地，不得租购试点区域外的CDN。
拟展业的外资电信企业，需向工信部申领《电信业务经营试点批复》并遵照执行。工信部拟根据试点情况适时扩大地区范围。
