全国人大7月24日下午开委员长会议，决定7月25日开常委会（临时召集），审议《刑法修正案》十二、有关任免案。
2021年修订的《全国人大组织法》授权人大常委会根据总理的提请，任免撤职国务院其他个别组成人员。
《全国人大常委会议事规则》规定：召开常委会应提前七天通知日期和议程；临时召集的会议，可以临时通知。
