全国人大取消总理记者会
十四届全国人大二次会议明天在北京开幕，国务院总理李强将于开幕会上发表任内的首份政府工作报告。不过，在今天举行的人大会议新闻发布会上，发言人娄勤俭宣布今年人大闭幕后将不会举行总理记者会，且“如无特殊情况”，本届全国人大后几年（至2027年）也不举行总理记者会。
在每年全国人大会议闭幕后举行总理记者会的做法始于1991年，1993年开始成为常态。前总理李克强曾在2020年的总理记者会上直言，中国“有6亿人每个月的收入也就1000元”。
发布会结束后，娄勤俭步出会场时遇新加坡《联合早报》记者追问，国防部前部长李尚福是否参加两会。娄勤俭简短回复：“他不能参加，因为他已经不是代表了。”官方此前并未宣布李尚福是否如秦刚一样辞去人大代表。

The super secure UAE-based Telegram messenger service, developed by Russian-born software icon Pavel Durov, is looking to raise $1bn through a bond placement to a limited number of investors from Russia, Europe, Asia and the Middle East, the Kommersant daily reported citing unnamed sources on February 18, 2021.The issue reportedly comprises exchange bonds that could be converted into equity in the messaging service that is currently 100% owned by Durov and his brother Nikolai.Kommersant reports that the price of the conversion would be at a 10% discount to a potential IPO should it happen within five years.The minimum bond placement is said to be set at $50mn, but could be lowered to $10mn. Five-year bonds could carry an annual coupon of 7-8%.
