上海合作組織防長會議周四（26日）在青島閉幕，但印度不滿聯合聲明並無提及兩個月前在印度控制克什米爾（Kashmir）地區，26名印度遊客遭槍手殺害的恐怖襲擊，並暗示此舉偏袒巴基斯坦，因而拒絕簽署。
《美聯社》引述一名不願透露姓名的知情人士稱，印度國防部長辛格（Rajnath Singh）認為，聯合聲明配合「巴基斯坦的敘事」，淡化了印度在恐怖主義和地區安全等關鍵問題上的立場。聲明沒有提到4月克什米爾的槍擊案，卻提及俾路支省（Balochistan）的武裝活動；巴基斯坦曾多次指責印度支持俾路支省自由運動，但印度否認。

Its founder, Pavel Durov, described this as “the largest digital migration in human history.” Signal reportedly doubled its user base to 40 million people and became the most downloaded app in 70 countries. The two services rely on encryption to protect the privacy of user communication, which has made them popular with protesters seeking to conceal their identities against repressive governments in places like Belarus, Hong Kong, and Iran. But the same encryption technology has also made them a favored communication tool for criminals and terrorist groups, including al Qaeda and the Islamic State.
