中國軍方持續強化海洋行動，日本希望增加在本土進行反艦導彈試射，以加強阻嚇力，陸上自衛隊周二（24日）就宣布完成境內首次陸基反艦導彈試射訓練；另方面，日本對中國在東海建造新結構物提出了抗議。
「88式陸基反艦導彈」射程約150公里，被視為應對中俄的裝備之一，過去因受空域與海域限制，多半在海外或非本土沿岸進行試射訓練，以減少對周邊的影響，今次是首度在日本本土進行。
