台灣一名高中生雖然從小就擁有中華民國國籍，但因為在南京巿出生，被指不符合「設籍滿20年」規定，而遭到隸屬於國防部軍醫局的國防醫學院取消錄取資格。
該名高中生在網上論壇發文稱，自幼立志當急診醫生，今年1月學測後順利報考國防醫學院醫學系，但在初審被院方以「出生南京市，未入本國籍滿20年，不符報名資格」為由，撤銷錄取資格；他解釋父母當年在南京工作，因此他在當地出生，但從小在台灣長大，擁有中華民國籍，也沒有中國大陸戶籍。
