由于中国电信在数年前上线波特兰Hillsboro NCP POP后，迟迟没有部署直接回国的CN2路由（据称因为中美关系紧张不会再部署新的路由/POP），距离波特兰较近的西雅图和温哥华也没有直连NCP POP的CN2 回国路由，都必须绕路到圣何塞回国，而普通的163回国掉包率又比较感人，白白浪费Hillsboro NCP回国的时延优势。
