联邦法官裁定，特朗普政府不能拘留哥伦比亚大学支持巴勒斯担活动人士马哈茂德·哈利勒。
负责案件的联邦地方法官克尔·法比亚兹裁定，特朗普政府目前不得依据国务卿卢比奥的决定将这名活动人士驱逐出境或拘留。
法官命令将于周五生效，政府在此之前可提出上诉。
第二代古巴后的卢比奥正积极配合特朗普的驱逐移民政策，他援引1952年《移民与国籍法》中的一项冷门条款，为驱逐哈利勒提供依据，称他构成国家安全风险。
卢比奥表示，条款允许国务卿“亲自决定”哈利勒是否应留在美国。
哈利勒曾是哥伦比亚大学学生，去年在曼哈顿校区的抗议加沙活动中发挥了积极作用。
他于3月被联邦特工逮捕后一直被关押。（NBC）

The lead from Wall Street offers little clarity as the major averages opened lower on Friday and then bounced back and forth across the unchanged line, finally finishing mixed and little changed.The Dow added 33.18 points or 0.10 percent to finish at 34,798.00, while the NASDAQ eased 4.54 points or 0.03 percent to close at 15,047.70 and the S&P 500 rose 6.50 points or 0.15 percent to end at 4,455.48. For the week, the Dow rose 0.6 percent, the NASDAQ added 0.1 percent and the S&P gained 0.5 percent.The lackluster performance on Wall Street came on uncertainty about the outlook for the markets following recent volatility.
A Telegram spokesman declined to comment on the bond issue or the amount of the debt the company has due. The spokesman said Telegram’s equipment and bandwidth costs are growing because it has consistently posted more than 40% year-to-year growth in users.
