美方拟放松芯片出口管制 以换取中国加速审批稀土出口
中国与美国的贸易谈判周二在伦敦继续进行。美国官员对媒体提到，特朗普政府可能愿意放松对中国认为对其制造业至关重要的一些微芯片的限制；作为交换，美方希望中方加速审批稀土材料出口。目前中国商务部已批准一定数量的稀土出口审批申请，并表示愿加强沟通。
此前，中国对稀土矿及相关磁性材料实施新许可制度，要求出口商为每批货物寻求批准，并提交文件以验证这些材料的最终用途，导致审批进程缓慢，美方对此表示不满。双方先前于5月达成为期90天的关税休战，但稀土与半导体技术问题仍是主要障碍。

Paulsen expects the 10-year yield to cross 2% by the end of the year. A spike in interest rates and its impact on the stock market depends on the economic backdrop, according to Paulsen. Rising interest rates amid a strengthening economy "may prove no challenge at all for stocks," Paulsen said.
