2019年8月5日金鐘和平集會，《紐約時報》的片段顯示，警方鬼鼠地從政府總部高處對地下群眾發射至少四枚催淚彈，完全違反使用守則，從高處向下射會增加「中頭」風險，如有人不幸「中頭」隨時喪命，事件引起國際社會關注。

22日警方在記者會上訛稱，警方無派員在政府大樓高層發射催淚彈，警察不會在高處向市民射彈，認為有關片段顯示的是「拍攝角度問題」。
