美国众议院7月3日以218票赞成，214票反对，通过了“大而美”税收与支出法案。两名共和党议员加入了民主党投下反对票。预计特朗普将在4日签署该法案。
该法案近900页，主要内容包括：将特朗普首个任期通过的企业和个人减税措施永久化；增加对小费、加班费等收入的减免税；为边境墙、驱逐移民、“金穹”导弹防御系统等共和党优先事项提供资金；削减对医疗保险、补充营养援助计划等联邦援助的资金；大幅削减清洁能源税收抵免。
这一法案因造成联邦援助削减、长期债务增加以及为富人和大企业减税而备受争议。国会预算办公室预计，法案在未来十年将使美国赤字增加近3.3万亿美元，美国债务上限也将提高5万亿美元，1180万美国人到2034年将处于没有医疗保险的境地。
