2021 年 11 月，盛光祖利用原担任中国铁路总公司党组书记、总经理的职权和地位形成的便利条件，通过其他国家工作人员职务上的行为，为相关单位在企业经营方面谋取不正当利益。2015 年至 2022 年，盛光祖通过他人非法收受财物折合共计人民币 714 万余元。
