24-28名青山灣入境事務中心（CIC）被羈留人士，由6月29日開始進行無限期絕食抗議，至今已近三周。CIC關注組以及被羈留人士親友十分擔心他們狀況，於7月15日曾派代表向新任入境事務處處長區嘉宏致送致送「新官上任，請積陰德」人權蛋糕，祝賀處長上任，並請求處長別忘記CIC現有被羈留人士已絕食近三周。懇請新任處長停止無了期關押，停止非人道對待被羈留人士，可惜處長拒收。
CIC關注組與邵家臻、張超雄議員過去一星期探訪了一共22位絕食人士。他們被羈留在CIC的時間，由2個月到近2年不等，其中6人超過1年；有因逾期居留而被羈留，也有酷刑聲請者。他們目前只以水和奶茶維生，已有絕食人士表示會把行動升級，拒絕飲用水及飲料，更有絕食人士已寫好遺書。有絕食人士已被送入院。他們以生命作賭注，決心爭取免於CIC無限期羈留的自由。
關注組繼續密切留意事態發展，並希望公眾能聯署要求：
1）入境處盡快停止對CIC被羈留人士的無限期羈留，檢視每個個案，盡快釋放並作出保釋或行街紙安排
2）入境處處長盡快與絕食者、絕食者親友、立法會議員、CIC關注組會面，交代事件
3）繼續要求入境處提供CIC被羈留時間的統計、要求政府完善獨立申訴專員制度、設立獨立投訴渠道讓羈留人士免受秋後算賬，及促請入境處交代，如何保障羈留人士不會因投訴而受到單獨囚禁的懲罰。

"Indefinite detention is a form of torture." - a CIC hunger striker
24-28 detainees in the Castle Peak Bay Immigration Center (CIC) has started a hunger strike indefinitely since June 29. Today they are on hunger strike for almost 3 weeks. The CIC Concern Group and detainees' relatives and friends are very worried about their situation. On 15 July 2020, we sent representatives to the new Director of Immigration, Mr AU Ka-wang , to give him a “human rights cake”, congratulate the Director on taking office, and ask the Director not to forget that CIC's existing detainees who are on hunger strike for for almost 3 weeks. They urge the new Director to stop indefinite detention and stop inhumane treatment of detainees. Regrettably, the Director refused to accept the cake.
The CIC Concern Group, and lawmakers Shiu Ka Chun and Fernando Cheung have visited 22 hunger strikers last week. The hunger strikers have been detained in the CIC with a period of detention from 2 months to nearly 2 years. Among them, 6 are detained for more than 1 year. There are cases of overstaying, and others are torture claimants. They currently only rely on water and tea to support their lives. Some hunger strikers have expressed that they will escalate their actions, by refusing drinking water. There is a hunger striker who has written suicide notes. Hunger striker is being admitted to the hospital. They have no choice but using their lives, determined to fight for freedom from CIC indefinite detention.
CIC Concern Group remains highly concerned about the development, and wish that the public can sign a petition to demand the Immigration Department:
1) to stop indefinite detention of detainees in CIC as soon as possible, review all cases, release detainees and arrange bail or recognizance paper for them;
2) Director to meet the hunger strikers, their families and friends, legislators and CIC concern group to explain the situation;
3) to publicize the statistics for the average detention time in CIC by the Immigration Department, ensure the independence of ombudsman by the government, set up an independent complaint mechanism to free detainees from the fear for score-settling, as well as detailed measure on how to prevent detainees from solitarily confined simply because they lodge complaints.
We will submit the letter and signatories to Mr AU Ka-wang, Director of Immigration. Deadline for co-signatories: 23 July 2020.
We will continue to visit hunger strikers, report to the public about their situation. We call on the public to pay attention to the CIC situation and write to the Director of Immigration to demand CIC to stop the indefinite detention and to stop the inhumane treatment at CIC.
