国台办发言人还表示，大陆方面决定对“台独”顽固分子关联机构“台湾民主基金会”、“国际合作发展基金会”采取惩戒措施，禁止其与大陆组织、企业、个人合作，依法惩治为上述基金会提供资助或服务的组织、企业、个人，以及采取其他必要措施。禁止大陆组织、企业、个人与为上述基金会捐款的宣德能源、凌网科技、天亮医疗、天眼卫星科技等企业进行任何交易、合作，禁止有关企业负责人入境。
中共中央台办3日早晨再发声明，重申对以身试法的“台独”顽固分子将以分裂国家罪及煽动分裂国家罪依法终身追责。

The super secure UAE-based Telegram messenger service, developed by Russian-born software icon Pavel Durov, is looking to raise $1bn through a bond placement to a limited number of investors from Russia, Europe, Asia and the Middle East, the Kommersant daily reported citing unnamed sources on February 18, 2021.The issue reportedly comprises exchange bonds that could be converted into equity in the messaging service that is currently 100% owned by Durov and his brother Nikolai.Kommersant reports that the price of the conversion would be at a 10% discount to a potential IPO should it happen within five years.The minimum bond placement is said to be set at $50mn, but could be lowered to $10mn. Five-year bonds could carry an annual coupon of 7-8%.
