美国马萨诸塞州联邦地区法院法官乔治·奥图尔（克林顿任命）2月12日裁定，起诉白宫人事管理办公室“买断”计划的工会并未受到该计划的直接影响，缺乏起诉资格。
奥图尔还认为，地区法院没有审查此案的管辖权，联邦雇员应将投诉提交给审查政府内部人事事务的独立机构，如有质疑可起诉至上诉法院。
奥图尔未就“买断”计划合法性本身作出裁决。
工会方面表示，这是挫折而非斗争的终结。人事管理办公室表示，已有超过7.5万名联邦雇员接受“买断”计划。
