财政部等发《关于促进房地产市场平稳健康发展有关税收政策的公告》《关于降低土地增值税预征率下限的公告》，自12月1日起施行。
契税：140㎡以下住宅税率1%（原为90㎡以下），140㎡以上首套收1.5%、二套收2%。申报缴纳日期在12月以后即适用新政策。
增值税：取消北上广深非普通住宅增值税，个人满2年住宅销售时一律免征增值税。
土地增值税：建造销售增值额未超过扣除项目金额20%的普通标准住宅，继续免征。
土地增值税预征率下限降低0.5%。调整后，东部地区1.5％，中部和东北1％，西部0.5％。
